A refresher course for social housing professionals on Awaab’s Law and the HHSRS, covering the Phase 2 obligations that come into force on 30 November 2026, including the newly in-scope hazards and the revised investigation and remediation timeframes.
This refresher course revisits the foundations of Awaab's Law and introduces the obligations taking effect under Phase 2 in 2026. It is aimed at social housing professionals, housing officers, and repairs teams who need to understand the legal framework, hazard assessment standards, and the practical steps required to remain compliant. The course draws on the Housing Health and Safety Rating System (HHSRS) to explain how hazards are categorised and how response timeframes are determined.
Awaab's Law, Phase 2 (2026), Social Housing (Regulation) Act 2023, HHSRS, hazard categories, risk-based assessment, enforceable obligations, tenancy agreements, investigation timeframes, remediation timeframes, emergency repairs, damp and mould, respiratory hazards, tenant escalation rights
You'll learn the background and purpose of Awaab's Law — named after two-year-old Awaab Ishak, who died from a respiratory condition caused by severe mould in his social housing home. You'll understand how the law was introduced following the coroner's findings, and how it embeds enforceable obligations into every social housing tenancy agreement, setting strict timeframes for investigating and fixing hazards. You'll also explore the legal powers and escalation routes now available to tenants where a landlord fails to meet those obligations.
You'll understand the Housing Health and Safety Rating System — not as a checklist, but as a risk-based assessment framework that evaluates the likelihood and severity of harm from hazards in a specific property to its specific occupants. You'll see how the HHSRS defines the hazard categories that Awaab's Law draws on, why the same hazard can score differently depending on the property and who lives there, and how the framework determines what must be fixed and how urgently.
You'll review the new obligations coming into force under Phase 2 of Awaab's Law, understand which additional hazard categories are now in scope, and identify what changes to investigation and remediation timeframes apply to your role.
